The Kathmandu District Police Office (KDPO) is preparing to file a case against Hariram Koirala, director general of Nepal Drinking Water and Sewerage Corporation (NTWSC), Maharajgunj, under Terrorist Control and Disruptive laws, charging him with being hand-in-glove with Maoists in murdering Jajarkot-native Jay Bahadur Rawal on January 3. The police took permission from the Special Court yesterday to keep Koirala in custody for a day, prior to filing the case. ?Koirala not only cooperated with Maoists instead of informing security forces about the Maoists? letter but also had a hand in murdering Rawal,? said the police officer at the KDPO heading the investigating team.
Rawal was found dead at Bangemudha with a pre-paid mobile phone and cash Rs 4,000. From the cell phone, police discovered that there was frequent contact between Rawal and Koirala. However, no investigation was launched then. According to police, the plot was revealed after security personnel chanced on Rawal?s letter addressed to Koirala. The letter was seized from Prakash Gautam alias Aditya, Kathmandu bureau in-charge of the CPN-Maoists when he was being interrogated. From the letter, police learnt that Rawal had demanded Koirala pay Rs 200,000 as donation to CPN-Maoists. Koirala, instead of informing security forces, contacted Aditya and wanted to confirm the authenticity of the letter. Aditya assigned his sidekick Ramkumar Karki alias Nabin delve into the matter. Nabin went to Koirala?s office and asked him to call Rawal. When Rawal came, Nabin posed as Koirala?s personal assistant and quizzed Rawal and confirmed that the latter was not associated with the Maoists.
When Aditya was convinced that Rawal was exploiting the Maoists? name to extort money, he ordered Nabin to murder him. Nabin, who was involved in shooting Rawal, has also been arrested with a pistol and some live cartridges, police said. Koirala is a gazetted first class government officer. Police said this is the first instance of a highly-placed government official being arrested in a criminal case.
