There was similar thread couple mnths. However, cant seem to find it.

1. Is there any school in US that would let B-1/B-2( visitor visa) to change into F-1, even if they do not have " prospective student" on their I-94.

One can try for the Spring and the success rates is pretty good and it does not hurt if you are going back if it did not work out. Give me your contact information so that I can call you or let me know if you being contacted via email.

I noticed that schools don't issue I-20 who hold visitor visa since the regulation changed in 2002. so, I was wondering if there are any schools that still does issue I-20 regardless of the " prospective student" stamp on the I-94 while entering US in a visitor visa.

yea these days school doesn't issue I-20 without prospective student in visa. even they issue the I-20 there is a good chance to reject change of status by INS. It is very very risky to convert into F-1.
get I-20 and take visa from US consulate from Nepal , this would be wise idea
