Prachanda has been invited to the Leadership Summit to speak on 'India: The Next Superpower?' I am sure if he sits with Sonia Gandhi, Dr. Manmohan Singh, Hamid Karzai, and others, you will understand the weight of the issue. If you look from the other side, why is India doing all this, is it worth it for india and the leaders of india? Imagine Prime minister of India sitting by side of someone whom the Government of India has declared as Terrorist. Why would india what to do that?
Of course if you are 'Ankha futeko Goru' then you will always see green. But if you look from a different angle, Maoists have been big problem in India. The resolution of Maoist insurgency in Nepal could be a very good starting point for India to solve its own issue or dealing with Maoists. It could tell its maoists to reconsider the demands and solve it like in Nepal.
The second reason for Prachanda being offered to speak is that India wants someone from its neighbor to speak on the topic of 'India being Superpower'. Prachanda being selected from all its neighbors, is interesting. Either India has chosen the 'Best of the worst' or simply the best. But the point to consider is choice was optional. They want some one from Neighbour to speak on the issue of India being superpower and get the neighbours involved in the process.
The third reason being, Maoism itself. Since India knows the only way to be at the top is share its idea with China and Russia, orelse it will never reach the top. It needs to carefully craft its policies such that it benefits india's longterm goal. The other two being communist nations India desparately needs a Communist viewpoint to look forward. Thus they have chosen Prachanda.
Myself Not a big fan of Commies, I think this invitation is an honor to nepalese. I could not find any other leader who has been respected by India. All the other leaders have been given biscuits till now, Prachanda has been honored to express his views with the top leaders in India. This shows that Prachanda has some weight and India for once realized it, and cleverly wants to make the best out of it.
Just my 3 cents.
