yes.

You asked if a national of Nepal needs a visa to pass through the UK in transit.

Yes, you need a Direct Airside Transit (DAT) visa, unless you qualify for exemption because you hold one of the following:

a valid visa for entry to Australia, Canada, New Zealand or the United States of America and a valid airline ticket for travel via the United Kingdom as part of a journey from another country or territory to the country in respect of which the visa is held;
a valid visa for entry to Australia, Canada, New Zealand or the United States of America and a valid airline ticket for travel via the United Kingdom as part of a journey from the country in respect of which the visa is held to another country or territory;
a valid airline ticket for travel via the United Kingdom as part of a journey from Australia, Canada, New Zealand or the United States of America to another country or territory, provided that the transit passenger does not seek to transit the United Kingdom on a date more than six months from the date on which he last entered Australia, Canada, New Zealand or the United States of America with a valid visa for entry to that country;
a valid USA I-551 Permanent Resident Card issued on or after 21st April 1998;
a valid Canadian Permanent Resident Card issued on or after 28th June 2002;
a valid common format Category D visa for entry to an EEA State;
a valid common format residence permit issued by an EEA State pursuant to Council Regulation (EC) No. 1030/2002;
a diplomatic or service passport issued by the People’s Republic of China; or
a diplomatic or official passport issued by India; or,
a diplomatic or official passport issued by Vietnam.

If you are gonna apply the visa in person at British Embassy in NY you should get it in the same day. If you are gonna apply it via mail it will probably take around 3 weeks max i would say. Again go check the info in British embassy website. Here is what i found

http://www.britainusa.com/visas/articles_show.asp?i=65013&L1=41000

Mail applications
British Consulate-General

Please note that under the Immigration Rules, an applicant for an entry clearance must be outside the United Kingdom at the time of the application and therefore we cannot accept applications sent from the UK.

Apply using the online system and Federal Express. We will return your documents to you using Federal Express overnight delivery, normally within 5 working days. We will update you by e-mail at each stage of the process and inform you of the dispatch date and FedEx tracking number.

Mailing your application:

Inside the USA: Federal Express will not deliver to P.O. Box numbers and a regular mailing address is required for the return of your documents.

Outside the USA: P.O. Box numbers are acceptable for Belize, Costa Rica, Guatemala & Nicaragua provided recipient's phone number is included. For The Bahamas, a P.O. Box number is acceptable but recipient must attend the local FedEx station for pick-up. FedEx will not deliver to a P.O. Box in Bermuda and a regular mailing address must be provided.

Find your nearest visa issuing post

Paying for your application:

Inside the USA: Pay online with a Visa or MasterCard credit card. If you apply by mail you can send a certified cheque or money order made payable in US$ to the British Consulate General or,

Outside the USA: If you are applying by mail from the Bahamas, Bermuda, Costa Rica, Guatemala, Panama & Nicaragua and do not have a major credit card you should send an international draft with a US clearing bank made payable in US$ to British Consulate General. Applications containing personal or company cheques will be returned.

I am flying to Nepal from US via London on December 18. I want to visit my cousin in London during my 9 hours transit. I have been trying to get some help regarding whether I need transit visa or not.
Most people I have asked (including here in sajha) informed me that I need to have transit visa to visit my cousin. However, during my search this is what I found in British Embassy in US web page (www.britainusa.com)

1. if you do not qualify under the Transit Without Visa Concession, you will need to apply for a Visitor in Transit visa. (http://www.britainusa.com/visas/articles_show_nt1.asp?a=41200#VIT)

Then, Under Transit Without Visa Concession this is what its written

2. If you hold a passport from one of these countries (where Nepal is listed), you will need a Direct Airside Transit or a Visitor in Transit visa unless you qualify under one of the exemptions. (http://www.britainusa.com/visas/articles_show_nt1.asp?a=41105)

then, under the exemptions this is what it has been mentioned

EXEMPTIONS:

Certain exemptions to this requirement have been introduced and apply to all DATV (Direct Airside Transit Visa) nationals. The following categories of traveller are not required to hold a DATV and may still benefit from the Transit Without Visa (TWOV) concession.

YOU ARE EXEMPT IF:

a. You are travelling FROM the US with a valid US visa and a valid airline ticket for travel via the United Kingdom to another country; or
(http://www.britainusa.com/visas/articles_show_nt1.asp?a=41448#exemptions)

I am traveling from US with a valid F-1 US visa and also have valid air-ticket. Does this mean that I am exempted from having Transit Visa to visit my cousin?

In addition, I e-mailed the 'contact us' link from this website and this is the reply i got

If you qualify for one of the exemptions then you are exempt, but certain airlines are not aware of the policies so sometimes its better to get one to avoid any inconvenience that may be caused.

Regards
NY Visa Team

Your inputs are eagerly anticipated and will be highly appreciated.
