APF personnel take hold of Shamshergunj battalion repelling officers
In what appears to be the first such case of collective revolt by junior security personnel against their high level officers in Nepal, the junior personnel of Shamshergunj battalion of Armed Police Force (APF), in Banke district, have taken hold of the battalion assaulting and repelling the officers.
Claiming that they were provided with 'sub-standard rations' and meted out 'unbecoming behavior' by senior officers, the 'revolting' personnel physically assaulted the chief of the battalion Superintendent of Police Hari Shankar Budhathoki – who has now been brought to Kathmandu for treatment.
The 'revolting' personnel have locked up the battalion and refused entry to other officials, media as well as human rights people since the 'revolt' broke out late in the evening on Saturday.
Some senior officer level persons fled after the junior personnel started the revolt by resorting to physical assaults while some others are still said to be in their captivity. Clear reports have not yet emerged from the place.
A team led by Modraj Dotel, a joint secretary at the Home Ministry, and Additional Inspector General of Police Narayan Pandey have reached Nepalgunj to hold talks in order to end the 'situation.' nepalnews.com sd Jun 22 08

APF men turn on officers at Bageshwori camp

KATHMANDU, June 22 - Armed Police Force (APF) personnel of the Bageshwori police battalion at Sumshergunj in Banke district Sunday refused to release their superior officers who they beat up and took hostage late on Saturday.
The disgruntled policemen said seventeen officers are in their captivity including three Deputy Superintendents of Police.
Around 200 APF personnel took control of the battalion on Saturday night accusing the officers of not giving them decent food and bad conduct.
The agitating APF men also sent back the APF Deputy Inspector General (DIG) Raj Kumar Rana, who came from Surkhet to negotiate with them.
Over a dozen police officers including the station chief Superintendent of Police (SP) Hari Shankar Budathoki were thrashed by the police constables.
Injured Budathoki has been brought to the capital for treatment.
Locals said that the agitating group also beat up and misbehaved with the nearby villagers.
“They thrashed us and some of the villagers are still missing,” said a local resident.
The disgruntled policemen said they are protesting against the massive corruption inside the camp and will only negotiate with the Home Ministry. |

BJP urges Nepal govt to let water flow into UP, Bihar

KATHMANDU, June 23 - One of India’s main political parties on Monday requested Nepal to allow the water of the Gandaki River to flow through India’s Uttar Pradesh (UP) and Bihar for irrigation purposes.
The Bharatiya Janata Party (BJP) drew the attention of India’s central government to the problem stating that some lands in UP and Bihar have gone dry since the Nepal government has stopped the water flow.
Land cultivation in UP and Bihar has been affected since the water flow has been blocked, Chairman of BJP’s UP division Ramapati Ram Tripathi told reporters in Lucknow today.
The BJP leader claimed that the central government of India has disregarded Nepal’s welfare due to pressure from leftist parties.

Nepal king's 'crown' auctioned in UK?
KATHMANDU: More than a month before Nepal's new lawmakers formally abolished the country's 239-year-old monarchy, a priceless crown went under the hammer at an auction in London's Bond Street. Now, with deposed king Gyanendra told to vacate the royal palace by June 12 and a government team beginning to take an inventory of the heirlooms in the palace, doubts are being raised, especially with the fabled crown reportedly missing. "Where is the Shri Pench?" Nepali tabloid Naya Patrika asked on Saturday. The 'Shri Pench' is the once revered crown worn by Nepal's Shah dynasty of kings, who were called 'Shri Panch', a reference to their sway over five kingdoms. The crown is easily identifiable because of the long, bird of paradise plume descending from the jewel-studded ornament at the apex of the turban-like crown. "We haven't yet come across any details of the crown," Govind Prasad Kusum, a member of the inventory-taking team, told the daily. "We checked all places but could not find any information about the crown." It was last worn by Gyanendra Bir Bikram Shah, the last king of the dynasty, on June 4, 2001 when he succeeded his slain brother Birendra. Another daily, the Kathmandu Post, said that along with the crown, the royal sceptre is missing as well. On April 10, Bonhams, one of the world's oldest auctioneers, sold several items from the collection of a private collector, that also included the personal dagger of India's Mughal emperor Shah Jahan, who commissioned the fabled Taj Mahal that is one of the seven wonders of the world. The auctioned items belonged to the late Jacques Desenfans, a French millionaire who for 50 years passionately amassed rare objects d'art related to Islamic, Indian and Southeast Asian cultures, funding his acquisition drive with the money made by his family from its textile mills in Lyon. Along with Shah Jahan's dagger, Persian carpets and French clocks, the auctioneers also sold a 19th century gem-studded crown made for Nepal's royal family. Sold for a staggering 90,000 pounds, the crown, decorated with pearls, precious stone pendants and gems, also has a bird of paradise plume issuing from the apex. Could this be the missing crown? Or, if the crown is kept under lock and key in Mahendra Manzil, the apartment in the palace where the former queen mother Ratna stays, as the Naya Patrika daily suggested, then whose crown went under the hammer in New Bond street? How and when did the French collector acquire it? Who was the buyer? It remains to be seen if these questions will ever be answered. Though Nepal is now one of the poorest countries in Asia, in the past, its ruling families boasted of a fabulous treasury of jewels. Much of it went underground after the omnipotent Rana prime ministers lost their hereditary post in 1950 following a pro-democracy uprising.

Seven-Party Alliance breaks down

KATHMANDU, June 24 - Two major left political parties – CPN (Maoist) and CPN-UML – have reached agreement to seek consensus with other parties on amendment to the constitution even without the Nepali Congress.
A meeting of the two parties at Singha Durbar on Monday decided to seek consensus with other political parties to amend the constitution for forming the next government. The two parties will try to persuade Nepali Congress to withdraw its conditions but are prepared to move ahead without the NC if the latter refuses.
The seven-party alliance (SPA) as mentioned in the interim constitution is effectively dead.
"The ongoing political stalemate should not continue and all other political parties should seek consensus to find a way out of the crisis if Nepali Congress doesn't withdraw its stance," said UML leader Ishwar Pokharel, who attended the meeting.
The two parties' meeting concluded that NC's demand for induction of an opposition leader into the Security Council is not appropriate.
"An opposition party should never claim representation in the Security Council," said Pokharel.
The Maoists had left the SPA negotiating table on Sunday after NC demanded representation of opposition party in the Security Council.
The meeting decided to introduce a proposal at Wednesday's CA meeting to amend the constitution.
The seven political parties have already agreed to amend the current constitution to enable a simple majority to appoint the president.
"We will first try to seek consensus with Nepali Congress also. But we will introduce a non-government bill to amend the constitution if NC doesn't withdraw its demand by Wednesday," said senior Maoist leader Dr Baburam Bhattarai.
He said the process of forming the next government will begin once the interim constitution is amended and a new president elected through a simple majority of CA members.
A source close to the UML source said the Maoists, during the meeting, agreed to the UML claim for the post of president. However, Dr Bhattarai said, "We didn't discuss the issue of the next president during the meeting. The issue of power sharing will come up only after the constitution is amended."
UML leader Pokharel said, "The Maoists are very positive about the UML's claim for president."
When reminded that the Maoist secretariat has already decided to propose chairman of Nava Janabadi Morcha Ram Raja Prasad Singh for president, Pokharel said, "The Maoist argument that the presidential candidate should not be someone who has lost in the CA poll is meaningless."
He said it's the UML's internal business whom it selects as its presidential candidate. The UML has informally proposed outgoing general secretary Madhav Kumar Nepal for the top post.
However, Deb Gurung, a Maoist minister, speaking at a program, categorically rejected the possibility of Nepal becoming president, arguing that he had lost the elections in both the constituencies he contested.
A Maoist source also said the party will never accept Nepal as president. "Our first preference is Ramraja Prasad Singh and we may settle for Sahana Pradhan only if our efforts for Singh fail," the source said.
Following the meeting with the Maoists, the UML held a separate meeting with the NC and urged the latter to withdraw its demand for opposition representation in the Security Council. However, the NC reiterated its stance arguing that representation of the opposition in the Security Council is required in the special democracy that obtains. "A demand for opposition representation in the Security Council would be irrelevant only in a normal democracy," said NC spokesperson Arjun Narsing KC, who attended the meeting.
He said the NC's demand is very relevant in the existing situation where the Maoists will head both the armies -- Nepali Army and rebel army (People's Liberation Army) --following the formation of a new government.
"We asked the UML team to realize the sensitivity of the current security situation and support our demand," said KC.

Maoist to show flexibility for SPA unity

KATHMANDU, June 24 - The CPN-Maoist has decided to exercise flexibility within the Seven Party Alliance (SPA) to maintain unity.
A meeting of the Maoist Secretariat held on Tuesday decided to move ahead maintaining SPA unity for ending the political deadlock.
The Maoist also decided to present itself flexible at the ruling SPA meeting scheduled today.
The Maoist’s decision comes in the wake of longstanding differences among the political parties on the issues of power sharing and formation of the Security Council.
According to Maoist leader Mohan Vaidya, the party will exercise flexibility as per the assertions that will be shown by other parties at the meeting.
Emerging from the Maoist Secretariat meeting, leader Dr Baburam Bhattarai warned that they will go to the public if government does not forward the statute amendment’s proposal in the next meeting of the Constituent Assembly (CA), which has been scheduled for tomorrow.
The amendment to the interim constitution now lies in disarray after the Nepali Congress (NC) proposed to poise as opposition.
Meanwhile, NC leader and Home Minister Krishna Prasad Sitoula met Maoist chairman Puspa Kamal Dahal at the latter’s residence in Nayabazaar to discuss on power sharing and representation in the Security Council as being the opposition party.
The SPA meeting is scheduled to take place at CPN-UML parliamentary party office in Singhdurbar today.

Koirala resigns as PM

KATHMANDU, June 26 - Octogenarian Prime Minister Girija Prasad Koirala announced his resignation at the parliamentary meeting of the Constituent Assembly (CA) on Thursday afternoon.
“I step down from the post of Prime Minister as per the constitutional provision,” Koirala said in his message read out by Minister for Peace and Reconstruction Ram Chandra Poudel at the CA meet.
Addressing the CA meeting just after 3pm today, PM Koirala called on all CA members to lead the country towards progress and prosperity as per the people’s mandate.
“We have arrived at an important juncture after ending various problems and differences, however, there are still certain problems which still have to be addressed,” the PM’s statement said. The PM expressed readiness to extend his support and emphasized that Nepal can be taken to new heights by resolving all the remaining problems through mutual agreement and strengthening the culture of coordination.
“Now there are both the challenges and opportunities facing the country at the same time and we should be able to get over the challenges and use the opportunities for the good of the people and the nation,” Koirala said.
Koirala stressed that every sector, caste, level and community must write the constitution themselves and lead the country towards a new dynamic and democratic era.
“We should use our capacity and qualifications for the drafting of a new constitution,” the outgoing PM said in the statement. Koirala called on the Maoists- the single largest party in the CA- to start the process of forming a new government through consensus and abiding by the constitutional provision.
He also appealed to everyone to provide support in the writing of a new constitution at the earliest and end the uncertainty. 83-year old Koirala, who also holds the presidency of the ruling Nepali Congress, was elected the Prime Minister after the reinstatement of the House of Representatives on 24 April 2006 following the People’s Movement-II.

well, collecting songs and buying cds are totally different job comparing wid news... dnt u think so....??? we can listen a same song thousand time.... how come one categorized musik n' news in the same tray...???
sano ma huda sune ko geet ta buddho huda pani sunna mazzaa aauchha ni hau.... tara aaja padhe ko news ek hafta pashi padh da kasto hunchha....??? basi samachar ganauchha.... it'd be better if one can deliver analysis of it after second day, only then we can keep our eye on same issue.

Guys, if you don't wanna read then its not a big deal, you know.You just don’t have to open the thread. Different people have different hobbies. So you can't ask a person that why are u collecting news. His wish. Beside, there are people who just not surf the news. They like to read and analyze the news, political situations and development intensely. I think it is pretty funny and stupid for you guys to ask Doc for what he is doing. His hobby. Period.

Transport workers affiliated with All Nepal Transport Workers Association, Rupandehi chapter, distribute diesel at a local petrol pump station in Butwal on Sunday. As shortage of diesel has kept almost all means of public transport off the road in the district for the past few days, the workers seized two diesel carrying tankers from the local NOC office at Bhaluwari and distributed 24,000 litres of diesel to transporters.
