व्यस्त सडकमा मन्त्रीको छड्के

काठमाडौं, चैत ५ - श्रम तथा यातायात व्यवस्थामन्त्री लेखराज भट्टलाई भेट्न मन्त्रालयतिर जाँदै हुनुहुन्छ भने रुट परिवर्तन गर्नाेस् । उनी अचेल मन्त्रालयमा होइन, बग्गीखाना, यातायात कार्यालय वा राजधानीका व्यस्त सडक भेटिन्छन् ।
भाडादर लागू गरे/नगरेको, लाइसेन्स लिन 'घूस' लेनदेन भए/नभएको र यातायातमा दलालको बिगबिगी र भीडभाड कस्तो छ भन्ने थाहा पाउन उनी यी स्थानमा धाइरहेका हुन् ।

उनी बुधबार पनि बिहान सातै बजे भक्तपुरको मनोहरा पुलनजिक भेटिए । सरकारले तोकेको भाडादर लागू भए/नभएको छड्के गर्न त्यहाँ पुगेका थिए ।

सवारी साधनका लस्करको एकछेउमा उनी आफूसँगै उभिरहेका यातायात कर्मचारी र ट्राफिक प्रहरीलाई भन्दै थिए, 'राम्रोसँग खानतलासी लिनुहोस् ।'

त्यहाँ करिब एक घन्टा बिताएपछि उनी पुल्चोकतिर हुइँकिए तर मन्त्री क्वाटर छिरेनन् । व्यस्त सडकको छेवमै रोकिए र सार्वजनिक सवारीको छड्के गर्न थाले ।

सरकारले काठमाडौं उपत्यकाका लागि हालै निर्धारण गरेको

भाडादर लागू नगर्नेमाथि आवश्यक कारबाही गर्न उनले कर्मचारीलाई निर्देशन दिए ।

'जनताबाट धेरै गुनासो आएकाले आफैं अवलोकनमा निस्किएको हुँ,' उनले कान्तिपुरसित भने, 'धेरै सुधार

गर्नुपर्ने देखें ।'

उनले मंगलबार नागढुंगामा सवारी छड्के गरेका थिए । 'नागढुंगाभन्दा जडीबुटीमा थोरै कमजोरी पाइयो,' उनले सुनाए । सिट क्षमताभन्दा बढी यात्रु बोक्ने, सरकारले तोकेको भाडादर लागू नगर्ने र यात्रुबसमा मालसामान ओसार्ने करिब सय सवारी मन्त्री भट्टकै सक्रियतामा कारबाहीमा परे ।

सरकारले फागुन २० मा उपत्यकाभित्र गुड्ने मिनीबस र माइक्रोका लागि तीन किलोमिटरका लागि ९ रुपैयाँ भाडादर निर्धारण गरेको थियो । अधिकांशले यो दर लागू गरेका छैनन् । 'धेरैले प्रतितीन किलोमिटर १२ रुपैयाँ लिने गरेको पाइयो,' यातायात निरीक्ष्ाक दीपक देवकोटाले कान्तिपुरसित भने, 'एकाधले ११ रुपैयाँमा झारे पनि सरकारी निर्णय लागू नगर्नेको संख्या धेरै छ ।'

ट्राफिक व्यवस्थापन मिलाउन र भाडादर लागू गराउन निस्केका ट्राफिक प्रहरी र यातायात कर्मचारीलाई नटेरेपछि मन्त्री भट्ट आफैं छड्केमा निस्केका हुन् । कर्मचारीलाई सवारी चालकले सोमबार लगनखेलमा अपशब्द प्रयोग गर्दै आधा घन्टा चक्काजामसमेत गरेका थिए । मन्त्रीलाई देखेपछि चालकले अघिपछि जस्तो हेप्ने साहस गरेनन्,' कोटेश्वर ट्राफिकका प्रहरी निरीक्ष्ाक सीताराम हाछेथुले कान्तिपुरसित भने, 'यस्तो कारबाहीलाई निरन्तरता दिनु आवश्यक छ ।'

मन्त्री आफैंले सवारी छड्के गर्दै हिँडेको यो पहिलो हो । राजधानीका व्यस्त सडकमा मन्त्रीको छड्के यात्रुहरू रुचिपूर्वक हेरिरहेका देखिन्थे । 'यी मन्त्रीले चाहिँ केही गर्लान्जस्तो छ,' लगनखेलबाट जमल जाँदै गरेका यात्रु निरज सुवेदीले भने । मन्त्री भट्ट केही दिनअघि मात्र लाइसेन्सका लागि परीक्ष्ाण अभ्यास हुने ठाउँ बग्गीखाना पुगेका थिए । 'लाइसेन्सका लागि धेरै घूस लेनदेन हुने सुनेर त्यहाँ पुगेको थिएँ,' उनले भने, 'हाम्रो अगाडि त ठिकै गर्छन्, पछाडि अझै अनियमितता रोकिएका छैनन् ।' यातायात कार्यालय पुगी दलालको बिगबिगी र भीडलाई प्रत्यक्ष अवलोकन गर्नेक्रमलाई पनि उनले निरन्तरता दिएका छन् ।

This is a prime example of how these jungali netas don't know how to run their ministry... !! Ridiculous.. he is incompetent, as other ministers, becasue he doesn't know how to mobilize his own karmacharis to get the things done.. and see the irony.. he himself has to go in the field..

I don't want to go over his background but this particular work is indeed appreciable! If you have workers working under you, it doesn't mean that you have to keep your eyes close and rely on them no matter what and how they are doing. You can always cross check them. It is definitely a positive way of management.

minister should be taking important decisions, direct top level staffs and monitor them. For these tasks he should employ few trustful people to do "chadkey".
His job is more to look on bigger issues than to run on streets to enforce law. How good and clean his work is it is never going to benefit for long.

yeah, that's how to roll. श्रम तथा यातायात व्यवस्थामन्त्री लेखराज भट्ट you are going to set some good example. Hope every other minister will support and follow your attempt.

hey bhatta ji dont worry if someone  tag you by incompetent because
1) you took 1st hand experience what is going on.
2) you cross check other responsible officer.
3) you don't blindly believe your karmachari.
4)  you are utilizing government's salary fully by performing your duty on the field.
etc ...... etc.....and so on....................


Blindly believing one's worker was the major mistake of downfall of ex king gyanendra's regime.
learn from that Trust them but don't rely on them fully.

Then he should ride those public buses too, to check on those pickpoketers... and HOme Minister should to raid the Kothis, Dance Bar himself... then Umm... what should our beloved Prime Minister Prachanda should do? May be he should go and check on those gay prostitutes !!!

ved555, you are absolutely right:


1) All the ministers and high level officials should stay in their air conditioned office and perform so called 'higher level task' by 'mobilizing their karmachari' to conduct grand projects such as Lauda, Dhamija, Tanakpur etc


2) They should not even touch the ground while travelling and just remain in Pajero, Helicopter, etc


3) If they really want to go to 'field', then they should go to Delhi so as to please the masters of the subcontinent, as the great leaders just did.


4) How dare this incompetent f**king minister think and really care about the general people commuting on the street struggling to feed themselves and their families? How dare he even tried to bring a little bit of comfort to the general Nepalese people when there are so many 'great plan' that he could have implemented staying in his office mobilizing his karmacharis

first of all peoples should understand what are the task that ministers should perform?
one of them is to make plans and policies and to ensure those are being properly executed...correct me if i am wrong...here i can only see later part being done...and even if he is doing the later part it is not the proper way. he should be collecting feedbacks from appropriate personals..
it is not the case of he cannot but he should not be doing these things...he should be focused on planing and policy making

I didn't know which party that guy belongs to.But after reading post from few friends,  i guess that guy must be from maoist. SO i google it and found.  i was right. But we dont care which party he belongs to. All we want is "sara nepali janata le sukha  santi ka sath basna payos ra jiban shukhamaye hos. gadi bhada reasonable hos kasai lai marka naparos. nepal yatayat sanga ma bhrastachar nahos, sarba sadharan lai license lina garho nahos, USA ko jati nai sajilo bhaye hunthiyo ni nepal ko pani." haina ra.

jaha sukai chadke garos go sukai lai massage centre ma samatos.
by the way bhatta ji ko duty ta pakkai haina hola maharanj ko parlor ma chadke hanne ;).
