Aba nepal jane le saman sutukka lagna napaune re! how credible is this news? if true, is this practical? is this the strategy of FM to boost tax revenue?

It might be true. Its in the Finance ministry website too. I dont know if it was already there before and never implemented.

So far what I have found about the custom rates from official websites : 
 
Download and read the file
 
in page no. 430 it says that: 
 
Goods imported, accompanied or unaccompanied by a
passenger as per the Baggage Rules shall be charged customs
duty at the following flat rate instead of levying chargeable
customs duty, excise duty and value added tax. However,
goods permitted free of import duty as per the Baggage Rules
shall be exempted.
(a) Goods liable to no customs duty in the tariff rates shall be
charged 15%
(b) Goods liable to customs duty @ 5% shall be charged
20%
(c) Goods liable to customs duty @ 10% shall be charged
25%
(d) Goods liable to customs duty @ 15% shall be charged
30%
(e) Goods liable to customs duty @ 20% shall be charged
35%
(f) Goods liable to customs duty @ 30% shall be charged
50%
 
 
So
 1) we have to find what items are beyond the "free of import duty" according to baggage rules.

 2) Then we have to find out the tarrif % of custom duty , then according to above flat rate we can calculate the exact amount of custom duty we need to pay. 
 
* Baggage rules can be found at 
 
 
where it mentions about what is allowed ( free of import duty ) 
 
 
* The custom duty % can be found on same tarrif pdf. 
 
( Please let me know if I am wrong)

What if someone with US citizenship or green card goes to Nepal? Does same rule apply or is it different?

There is different custom rule for people who are not permanent resident of Nepal. You can find in details about that there somewhere in those pdfs.

Basic idea is you can take 1 item of each type as ur personal usage item.

@bhuntey , the rule is old, just that they are doing ti strictly these days .

Yes it is an strategy of FM to boost tax revenue. Probably they are trying to meet this fiscal year end's tax collection goal ( date is near /ashar/ and they i'm sure have not met the goal of the amount of tax they were expecting to collect )

The listing of allowed goods are just funny . Listings like pen drive, children's tricycle, binocular, stethescope, fishing rod, etc. are disallowed more than one piece.  If i two pieces of pen drive, do i make living by trading the extra piece? the rules there are just sound very weired in this era.... i didn't mean to evade tax, but to tax on genuine volumes and big ticket items....
