In case of accidents like that, the insurance covers cost as long the driver is the family/friend of the owner and was given approval. I have been with few insurance companies and all of them had that feature so I am guessing it applies most of the time.
 
If it's no body's fault and your fren is willing to give you $2500, why the heck are you still making a big deal? You were with that person in the car during the accident and you acknowledge it's not his/her fault. So, my suggestion is your fren is naive and agreed to pay you $2500. Just take it or else you will get nothing. 

Well, you might get a chance to see Judge Judy. Other than that, one cannot simply ask for any amount of money, the amount owed will be verified. It could be more or it could be less. Anyways, your insurance should have handled it.

If the $4000 that is being asked is reasonable, one will have to pay that plus other costs that might be incurred in the process.

I think he deserves 4 grans, that son of a bitch is totally responsible to pay whatever costs u had. I had same problem a long time ago. This some Nepali son of bitch drove my car n hit 2 cars at the parking lot. We fled but after a week we got caught. Since it's been just first semester in USA for this Nepali guy,I told the insurance that I was driving. I had liability only so my insurance fixed others car like almost 10 grans n my insurance went up from 40 to 90. That Nepali son of a bitch just gave me 500 when it costs me 1200 to fix n i really didn't  fix all stuff otherwise it would have costs me 2 grans. 
      So dude ya take him to the court. I regret taking responsibilty n paying too much on insurance. That cheap son of bitch told md he will pay me all when he gets a job but he hasn't yet. Seeing your posts I remember my incident n my anger towards that cheap mothertruker is so high rt now. Had it been Nepal I would have caught his tongue coz a man who can't keep a word don't need no tongue.

It seems you got panic after you heard the word 'sue'. Relax.

This is just a dispute of a property damages between two friends.  And the property happens to be a vehicle, which is require to have an insurance by States law.

If the police was notifed, and no ticket was issued to your friend A ( a person who is driving) then more likely A is not at fault  by law.

And, I think in this case, your friend B does NOT have full coverage liability.  So he is requesting friend A to cover some expenses since

both of them were in the car at that specific time.  BUT  friend B is wrong to ask total amount of the car. That  would be impossible for

him to take this case to court. He is just using scare tactic to gain money from friend A.  He can be jailed for that.

It would be wise to settle in Nepali way, drinks some beer, eat momo, say sorry to each other.

B let A drive his car. B did not have full coverage and he knew it and still let A drive his car. There was a no fault accident . A does not owe B any money. In my opinion, there is no case to be made.
It is nice of A to offer help in fixing the car. If B is threatening to sue A. A should let him go to court and give B any money.

If i were A i will estimate car amount and give him. Not whatever he want.

Agree with yuvaraj. B gave A to drive knowing A doesn't have coverage. there is no cops involve. so what is the proof that accident did actually occurred. A&B are Nepalese that's why A is being nice and offering some compensation. Were they from diff country or both American, A could have replied F()U!

Without mutual concent  B would not be able to drive A's car. Under this curmcumstances, all responisilbity is assumed by the  car owner. 
I have seen people taking advantages and claiming  happend in parking lot (depending on damage). Everyone takes advantages of loopholes.
