Apply for it, once you are in US. If you want to apply from outside US, search, whether such thing is possible or not. If your course is equivalent to us course ( degree) then you are eligible for it. Once you are in US you should apply for equivalency.

I am not sure what do you mean by "you all might be aware that the INdian government is not providing the License to us." Can you elaborate why the Indian government does not provide RN license to the student? If you have completed PCL level nursing course and hold a RN license either in Nepal or another country, then you can practice RN in the United States (given the fact that you meet minimum requirements about certain courses and english proficiency. The minimum requirements depend on the state that you are planning to practice RN, as in the US each state has its own requirements for RN. You can go to a certain state's state board of nursing website to find out the details about requirements for international graduates.) Now, if you are planning to transfer you education from India to the USA. You should at first do a course-by-course evaluation. The number one organization to do this is WES. You have to pay for the service, then WES will request your PCL level and BSN level transcripts directly from your universities. Once that is received, WES will evaluate the courses and give you grades in the USA's 4.0 GPA system. The evaluation done by WES will be accepeted by all the universities, and the universities will decide whether to accept you/deny you/grant you any transfer credits or not...
