I got them from Nepal. Every VDC or district office in Nepal issues an English translation of citizenship and Birth certificate. You can ask your relatives/friends in Nepal to do that for you. They can later mail you from Nepal. I got it in similar way while applying for TPS.

For USCIS, you or anyone can traslate the document in English with a signed and dated statement on the translated document by the translator (you or anyone). The statement typically will be like "i am fluent in Nepali and English Language and i have translated the stated document into English translation correctly". Just make sure the formatting of the translaed document is similar to original. Though not necessary, you can notaraize your translated document in Jackson heights stationary shops.
