There is no specific way to identify a "cheap" insurance company. Your premium depends on many factors including your driving record, credit history, type of vehicle, age, martial status etc. Based on these and other factors, not everyone is offered the lowest quote by the same company. That said, Geico's "15 min can save you 15% or more" does not apply to everyone but it is always worth a try.
If you are a new driver, Progressive may work the best for you. When I had my first car almost right after getting my license, many companies either denied me insurance for being a new driver, or offered ridiculously high rates. Being a new driver, single, and in early 20's identified me as a "high risk" driver for them. Progressive came to my rescue with a much lower rate. After crossing 25 though, the story changed.
You may also want to contact agents that represent multiple companies. Bottom line is shop shop shop. Good luck with your insurance search.
