Lending money (out of generosity) is money gone. My logic to Personal lending is lend money only if you are prepared to lose it. Since, you'll not only be losing money, you might as well lose friendship after that.
Try to say No and see how the friendship actually doesnt hamper.

Every credit card has a protection plan,
which means if you report lost/stolen card, any charges made thereafter should not cause much problem, because there you will have no liability.
But if you report it as lost/stolen card after several days of all the fradulent/unauthorized charges that have been made, you may be asked to pay certain limited liability fee of like only $50-$100. And the charges will be reverted back.
But, if the perpetrator is busted and put a blame on you that on your consent he used your card, you'll be counter-charged, jailed and never be issued any credit card at all. Basically, by then you'll be screwed up big time.
So, think and decide wisely. I won't say do this and that.
