If this is the final interim rule posted on USCIS website, then why it doesn't talk about the 90 days unemployment rule. Moreover its says.......

• F-1 academic students on post-completion OPT maintain valid F-1 status until the expiration of their OPT. Once that OPT has ended, they are authorized to remain in the United States for up to 60 days to prepare for departure.

Has anyone called USCIS and try to find out the answer? When they gonna implement this new rule?
